Known as the “Big Daddy” of the Sangguniang Panlungsod, Councilor Noel Bernardo started his public service career as councilman of the Kabataang Barangay from 1975 to 1979. As KB councilman, he took actively part in various youth programs and activities in his barangay. In 1989, he was elected as Barangay Chairman of Barangay Plainview, which he served until 2002.

At present, he is a member of the Don Bosco Alumni Association (Batch ’79) and one of the officers of the Mandaluyong Chamber of Commerce and Industry.

Councilor Bernardo proved his value in public service as he received several awards from various sectors, among which are: the Kalayaan Award; Most Outstanding Public Servant of the Year; Hall of Fame Award as Barangay Captain; Gawad Dangal at Lingkod Bayan ’99; Leadership Excellence Award; Top 20 Most Distinguished Public Servant of the Year; Dr. Jose P. Rizal Immortal Award as Public Trust and Civil Servant Par Excellence, and the one with distinction of being awarded twice in the categories by the 19th Gintong Ama Awards.

He finished the degree of Bachelor of Science in Business Administration major in Marketing at the University of the East. His elementary and secondary educations were obtained at Don Bosco Technical Institute in Mandaluyong City.
