Councilor Luisito Encabo Espinosa or "Louie" to his friends and constituents was born on August 2, 1953. He took his primary (Elementary) education at Burgos Elementary School, his secondary (High school) education at University of Manila, and finally his tertiary education at the Trinity College of Quezon City where he completed his B.S Commerce Degree and obtained his Master's Degree in Local Governance from the University of Makati in 2012.
In the May 13, 2013 midterm and local elections, Councilor Espinosa was re-elected for his second term in office. Prior to his second term, he already served the City Council as a three-termer Councilor having completed three (3) consecutive terms from 1998 to 2007 as City Councilor for the 1st District of the City of Mandaluyong.
In the City Council, Councilor Espinosa chairs the Committee on Public Safety, Public Service and Fire Protection. He is also the Vice Chair of the Committee on Education, Arts and Culture and a member of the Committees on Health, Sanitation and Public Welfare, Livelihood and Cooperatives and Marginalized Sectors, and Ways and Means.
His "baptism of fire" in the field of politics came in 1989 when he was elected Barangay Captain of Barangay Poblacion. Due to his outstanding performance as Barangay Captain manifested by the recognition given to him by the International Baptist Academy when he was chosen one of the Most Outstanding Public Servant in 1992, he went on to complete three (3) consecutive terms as Barangay Captain which ended in 1998.
An an incumbent Barangay Captain, he was appointed member of the Peoples Law Enforcement Board (PLEB) in 1993, and in the following year 1994, a Plaque of Recognition was given to him by Mandaluyong City Fire Department for his untiring support for the Fire Safety and Fire Protection of Mandaluyong. In 1997, a year before completing his third and final term as Barangay Captain he received a Kagitingan Award from the Sons and Daughters of Charity Inc. That same year, he was named Most Outstanding Barangay Captain of Mandaluyong.
Known for his monicker "The Action Man", he was appointed Head of the Mandaluyong Traffic and Parking Management Office (TPMO) from 2007 to 2010.
He is happily married to Amelia Lilia Marquez and is blessed with four (4) children namely Dimple, Kristine, Katherine and Marion.
