The Anti-Smoke Belching Unit (ASBU) shall enforce the vehicle emission control standards fixed in the Ordinance No. 396, S-2008. The Anti-Smoke Belching Unit (ASBU) and its authorized deputies may conduct mobile emission testing anywhere in the City of Mandaluyong. Any vehicle within the jurisdiction of Mandaluyong City which, in the opinion of the Authorized deputies of the Department, is not compliant with the emission standards set in the Ordinance may be apprehended and subjected to emission control tests.
